Description
- RFC 2396, section 4.2, specifies that URI references of the form "" and "#fragment" are resolved relative to the URI of the current entity. Should XTM should follow this?
Opinion
- probably...? What if you just have a stream of xtm from an unknown source? Is the base uri used here, what if thats also missing. - Scope: Graham Moore

- XTM should follow RFC 2396.
