1.1. AFAIK, we are only adding instanceOf on baseName (and possibly allowing resourceRef in three more places). Even if we add variants to occurrences, I still don't think that justifies going to 2.0. From the point of view of conveying stability, we want these changes to be seen to be minor tweaks. (xtm-version)
If there's no place to put them in the SAM, they have to be removed. Any elements for which the corresponding information item doesn't have a source locator will have their IDs ignored. (xtm-unused-ids)
