locator-normalization

Description
- If a locator syntax allows equivalent locators to be given different syntactical expressions normalization must be applied in order to take this into account. Where should the text that sets out this requirement go? Does it belong in this document, or in the syntax specifications?
Opinion
- I think this is out of scope for us. I think we should say that if tm processors wish to apply schemes for deciding syntactic equivalence then they can do. But i dont think we can force this on people. - Scope: Graham Moore
Resolution
- Normalization requirement is: String equivalency and nothing more. Put in a note to encourage better practice.
